Executive Summary

Context: It is reported that the House Committee of the Parliament has approved the provision of duty-free vehicle import permits for Members of Parliament. The Public Financial Management Bill and the Economic Transformation Bill have been introduced to Parliament.The State Minister for Finance, Ranjith Siyambalapitiya, said in Parliament that the government has lost about 1700 Crore LKR due to the sugar tax fraud. According to budget forecasts for 2024, the defence industry will spend a substantial LKR 75 billion more on uniforms and diets than it did in 2022—a 258 per cent increase. In the 2024 edition of Reporters Without Borders’ (RSF) annual Press Freedom Index, Sri Lanka is ranked 150, a notable decline of 15 spots from 135 to 150 in comparison to 2023. The Office of the United Nations High Commissioner for Human Rights (OHCHR) recently released a report that insisted the GSL establish accountability for enforced disappearances that occurred during the armed conflict with the LTTE. In response, Sri Lanka has questioned the timing of this study as well as its mandate. After multiple human skeletons were discovered by construction workers while building a warehouse, excavation at a mass grave in Pungudutivu began. The excavation of the grave began after permission was granted from the magistrates’ courts.

The Sub-committee on Accreditation (SCA) of the Global Alliance of National Human Rights Institutions (GANHRI) has suggested that the Human Rights Commission of Sri Lanka (HRCSL) should receive re-accreditation with an “A” status. The Election Commission has ruled out a request to take proper action regarding UNP’s National Organizer Sagala Ratnayake addressing political meetings while holding the position of Chief of Staff of the President, a staff-level official of the government. The request was made by senior journalist Lasanta Ruhunage. President Ranil Wickremesinghe declared a rise in the daily salary of plantation workers to 1700 LKR. The statement was made as part of his speech at the May Day rally of the Ceylon Workers’ Congress (CWC) at the Kotagala Public grounds.

Case Updates: A new three-member High Court bench has been named by the Chief Justice to hear the case filed against 9 members of the Army Intelligence concerning the kidnapping and disappearance of journalist Pragith Eknaligoda, which has been delayed due to occasional vacancies in the three-member High Court bench. Considering the writ application filed by the former Minister of Health, Keheliya Rambukwella, the Court of Appeal scheduled a fresh hearing to reverse the Maligakanda Magistrate’s decision to remand him over the import of subpar immunoglobulin vials. The Treasury Secretary was ordered by Maligakanda Magistrate to issue a statement to the CID with regard to why an extra 50 million USD was allocated with the approval of the cabinet to purchase medication from the private sector when 200 million USD had already been allocated under the Indian loan scheme for the purchase of medicines. Colombo Additional Magistrate ordered the CID to complete the investigation regarding the X-Press Pearl ship which caught fire off the coast of Colombo in 2021 and report the facts to the court immediately. The Gampaha High Court ordered the acquittal of four suspects, including former army Major General Aruna Deshapriya Gunawardena, in the case of the shooting death of three people and injuring approximately 50 others during a protest held by the people of Rathupaswala in Weliweriya town in 2013.

The Supreme Court decided to finalise the fundamental rights petitions filed by parties and organisations including the Samagi Jana Balawegaya demanding that the provincial government elections, which have not been held in due time, be ordered to be held immediately, over four days in front of a full bench of judges. The government has appointed the same Director General appointed by Gotabhaya Rajapaksa in 2020 to the same position of the Bribery or Corruption Investigation Commission. It was believed that under this person, the bribery and corruption fraud cases of many associated with the Rajapaksa regime were withdrawn for various reasons. Families of Disappeared in Sri Lanka allege a bid to withdraw charges against Ex-Navy Commander Wasantha Karannagoda in a court case over the disappearance of 11 males from Colombo during the war. Colombo Additional Magistrate ordered the release of former minister Marvin Silva on bail, accused of threatening and scolding a former news director of the Sri Lanka Television Corporation. The Attorney General’s Department informed the court that the Attorney General’s Department will not appear on behalf of the respondent Nilantha Jayawardena in the writ petition filed against him requesting to proceed under criminal law.

Repression of Freedom of Assembly: The police officers obtained a court order from the Muthur Magistrate’s Court, prohibiting any ceremony planned for the distribution of Mullivaikkakal Kanji in memory of the people who died in the last phase of the war for the coming 14 days. People protesting the government’s purported decision to grant automobile permits to legislators were reportedly approached by several police officers, creating a tense scene close to the Presidential Secretariat in Colombo. The event organized by students of Eastern University in Batticaloa to commemorate the Mullivaikkal genocide was abruptly interrupted by officers from the Eravur police station.

In Colombo, police stopped a group of Sinhala nationalists carrying lion flags from causing disturbances at a memorial ceremony honouring those who lost their lives in the war. The Police Media Division said that on May 13, they used water cannons to disperse a group of university non-academic employees who were protesting.

Repression of State Officials: Puttalam Divisional Secretary Sampath Weerasekera complained to his superiors after facing intimidation from MP Ali Sabri Raheem while he attempted to investigate an incident involving the unlawful occupation of government-owned land on the Old Mannar Road in Puttalam.

Repressive Legal and Policy Action: The Recovery of Loans by Banks (Special Provisions) (Amendment) bill which was amended to facilitate legal provisions for the suspension of Parate Law till 15 December 2024, passed in parliament without amendments. The Bill endeavours to amend the Recovery of Loans by Banks (Special Provisions) Act No 4 of 1990. It is believed the suspension of the Parate law will result in the benefit of a few large-scale businessmen who have not paid their debts. Speaker Mahinda Yapa Abeywardena informed the Parliament that the President issued a special order to call the armed forces for the security of the country. By the powers vested in terms of section 2 of the Essential Public Services Act, President Ranil Wickremesinghe ordered all services connected to the supply of electricity and the supply or distribution of petroleum products and fuel to be essential.

Other: Under the Online Safety Act, Colombo Chief Magistrate issued a conditional order prohibiting a YouTube channel from disseminating and publishing any derogatory content about Lieutenant General Vikum Liyanage, the commander of the Army. On the 6th, lawyer Sadaru Kumarasinghe was summoned to the airport police for expressing his views against the assignment of issuing visas and charging money to the Indian Global VFS company at the BIA. State Finance Minister Shehan Semasinghe received a threat of being killed and set on fire, and subsequently, Fort police opened an investigation into the threat. UNP General Secretary Palitha Range Bandara said on the 28th that it has become an essential matter to pass a resolution in Parliament postponing the election for another two years.  Election monitoring body PAFFREL wrote a letter to the Election Commission questioning the decision taken by the Ranil Wickremesinghe government to distribute nearly 15 billion rupees through informal and political mechanisms for rapid development activities. The accused chairman of the Cricket Board, who has illegally suspended the complainant’s service, has illegally and arbitrarily initiated a disciplinary inquiry against the complainant, who revealed in a press conference that there is corruption and irregularities in the Cricket Board.

සන්දර්භය: පාර්ලිමේන්තු මංත්‍රීන්ට තීරුබදු රහිත වාහන ආනයන බලපත්‍ර ලබා දීමට පාර්ලිමේන්තුවේ ගෘහ කාරක සභාව අනුමත කළ බව වාර්තා විය. රාජ්‍ය මූල්‍ය කළමනාකරණ පනත සහ ආර්ථික පරිවර්තන පනත පාර්ලිමේන්තුවට ඉදිරිපත් කෙරිණ. සීනි බදු වංචාව නිසා ආණ්ඩුවට රු. කෝටි 1700 ක් පමණ අහිමි වූ බව මුදල් රාජ්‍ය ඇමති රංජිත් සියඹලාපිටිය පාර්ලිම්න්තුවේ දී ප්‍රකාශ කෙළේය. 2024 වසර සඳහා ඉදිරිපත් කර ඇති අයවැය ඇස්තමේන්තු අනුව ආරක්ෂක අංශ නිල ඇඳුම් සහ ආහාර සඳහා රු. බිලියන 75ක් වැය කරනු ඇත. එය 2022 වසර හා සසඳන විට සියයට 258ක වැඩි වීමකි.

දේශසීමා රහිත වර්තාකරණය සංවිධානයේ ( Reporters Without Borders) 2024 වාර්ෂික පුවත් පත් නිදහස පිළිබඳ දර්ශකය අනුව ශ්‍රී ලාකාව ශ්‍රේණි ගත වූයේ 150ක් වශයෙනි. එය 2023 දී රටවල් 150කින් හිමි වූ 135 ස්ථානයෙන් ස්ථාන 15ක පසු බැසීමකි.

මානව අයිතිවාසිකම් පිළිබඳ එක්සත් ජාතින්ගේ මහකොමසාරිස් කාර්යාලය මෑතක දී නිකුත් කළ වාර්තාවකින් එල්ටිටීඊ යුද ගැටුම් පැවති සමයේ සිදු වු බලහත්කාර අතුරුදහන් කිරීම් පිළිබඳ වගවීම ස්ථාපිත කරන මෙන් ලංකාණ්ඩුවෙන් ඉල්ලා සිටියේය. ශ්‍රී ලංකාව ඊට ප්‍රතිචාර වශයෙන් මෙම අධ්‍යයනය කරන ලද කාල සීමාව සහ එහි මැන්ඩේට් බලය ප්‍රශ්න කෙළේය.

ගබඩාවක් සඳහා ඉදි කිරීමේ කටයුතුවල යෙදී සිටි කම්කරුවන් මිනිස් ඇටසැකිලි ගණනාවක් සොයා ගැනීමත් සමග පුන්ගුඩුතිවු සමූහ මිනී වළක කැනීම් කටයුතු ආරම්භ විය. කැනීම් කටයුතු ආරම්භ වූයේ මහෙස්ත්‍රාත් අධිකරණයෙන් අවසරය ලබා ගැනීමෙන් පසුවය.

ජාතික මානව අයිතිවාසිකම් ආයතන පිළිබඳ ගෝලීය සංවිධානයේ ප්‍රතීතනය පිළිබඳ අනු කාරක සභාව ශ්‍රී ලංකාවේ මානව හිමිනම් කොමිසම නැවත A ශ්‍රෙණියේ ආයතනයක් ලෙස ප්‍රතීතනය කළ යුතුයැයි යෝජනා කර ඇත.

එක්සත් ජාතික පක්ෂයේ ජාතික සංවිධායක සාගල රත්නායක ආණ්ඩුවේ මාණ්ඩලික ශ්‍රේණියේ තනතුරක් වන ජනාධිපති කාර්ය මණ්ඩල ප්‍රධානි තනතුර දරමින් දේශපාලන රැස්වීම් ඇමතීම සම්බන්දයෙන් නිසි පියවර ගන්නැයි මැතිවරණ කොමිසමෙන් තරන ලද ඉල්ලීම එම කොමිසමෙන් ප්‍රතික්ෂේප කෙරිණ. එම ඉල්ලීම කරන ලද්දේ ජනමාධ්‍ය වේදී ලසන්ත රුහුණගේ විසිනි.

ජනාධිපති රනිල් වික්‍රමසිංහ වතු කම්කරුවන්ගේ දෛනික වැටුප රු. 1700 දක්වා වැඩි කරන බව ප්‍රකාශ කෙළේය. මෙම ප්‍රකාශය කරන ලද්දේ කොටගල මහජන ක්‍රීඩාංගනයේ පැවති ලංකා වතු කම්කරු කෝංග්‍රසයේ මැයි දින රැලිය අමතමිනි.

තත්වයෙන් බාල ඉමුයොනොග්ලෝබියුලින් ඖෂධය ආනායනය කිරීම සම්බන්ධයෙන් හිටපු සෞඛ්‍ය ඇමති කෙහෙලිය රඹුක්වැල්ල රක්ෂිත බන්ධනාගාර ගත කිරීමට මාලිගාකන්ද මහෙස්ත්‍රාත් දුන් තින්දුව වෙනස් කිරීමට ගොනු කර තිබු රිට් අයැදුම් පත්‍රය විභාගයට ගැනීමට අභියාචනාධිකරණය අලුතින් දින නියම කෙරිණ.

ඉන්දියානු ණය යෝජනා ක්‍රමය යටතේ ඹෟෂධ මිලදී ගැනීම සඳහා ඇමරිකානු ඩොලර් දශ ලක්ෂ 200ක් වෙන් කර තිබියදී පෞද්ගලික අංශයෙන් ඹෟෂධ මිලදි ගැනීම සඳහා ඇමරිකානු ඩොලර් දශ ලක්ෂ 50 ක් වෙන් කිරීමට කැබිනට් අනුමැතිය ලබා ගත්තේ ඇයි ද යන්න පිළිබඳව අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුවට ප්‍රකාශයක් ලබා දීමට භාණ්ඩාගාරයේ ලේකම්ට මාලිගාකන්ද මහෙස්ත්‍රාත් නියෝග කෙළේය.

2021 දී කොළඹ වෙරළට ඔබ්බෙන් ගිනි ගත් එක්ස්ප්‍රස් පර්ල් නැව සම්බන්ධයෙන් කෙරෙන විමර්ශන කටයුතු සම්පූර්ණ කොට වහාම අධිකරණයට ඉදිරිපත් කරන ලෙස කොළඹ අතිරේක මහෙස්ත්‍රාත් අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුවට නියෝග කෙළේය.

ගම්පහ මහාධිකරණය 2013 දී වැලිවේරිය රතුපස්වෙල පැවති විරෝධතාවයක දී වෙඩි තබා පුද්ගලයන් තිදෙනෙකු ඝාතනය කිරීම සහ තවත් 50කට ආසන්න සංඛ්‍යාවකට තුවාල සිදු කිරීම සම්බන්ධයෙන් හමුදවේ විශ්‍රාමික මේජර් ජනරාල් අරුණ දේශප්‍රිය සහ තවත් සැකකරුවන් සිවු දෙනෙකුට එරෙහිව ගොනු කර තිබු නඩුවෙන් ඔවුන් නිදහස් කෙරිණ.

නියමිත කාලයේ දී නොපවත්වන ලද පළාත් පාලන ඡන්ද විමසීම් වහාම පැවැත්වීමට නියෝග කරන මෙන් ඉල්ලා සමගි ජනබල වේගය ඇතුළත් පක්ෂ සහ සංවිධාන ගණනාවක් ගොනු කර තිබු මූලික අයිතිවාසිකම් පෙත්සම් පූර්ණ විනිසුරු මණ්ඩලයක් ඉදිරියේ දින හතරක් තුළ පවත්වා අවසන් කිරීමට ශ්‍රේෂ්ඨාධිකරණය තීරණය කෙළේය.

අල්ලස් සහ දූෂණ විමර්ශන කොමිසමේ අධ්‍යක්ෂ ජනරාල් තනතුරට පත් කිරීමට ගෝඨාභය රාජපක්ෂ 2020 දී තීරණය කළ පුද්ගලයා ම නැවත වරක් එම තනතුරට පත් කිරීමට ආණ්ඩුව තීරණය කෙළේය. මොහු එම තනතුරේ සිටිය දී රාජපක්ෂ පාලනයත් සමග සම්බන්ධතා පැවැත් වූ අය ගේ අල්ලස් හෝ දූෂණ හා වංචා පරීක්ෂණ ගණනාවක්ම නොයෙකුත් හේතූන් මත ඉල්ලා අස් කර ගත් බව පැවසේ.

යුද සමයේ කොළඹ දී තරුණයින් 11ක් පැහැර ගෙන යෑම පිළිබඳව හිටපු නාවික හමුදාපති වසන්ත කරන්නාගොඩ ට එරෙහිව ගොනු කර ඇති නඩුව ඉල්ලා අස්කර ගැනීමේ උත්සාහයක් පවතින්නේයැයි ශ්‍රී ලංකාවේ අතුරුදහන් වූවන්ගේ පවුල්වල සංවිධානය චෝදනා කෙළේය.

ශ්‍රී ලංකා රූපවාහිනි සංස්ථාවේ හිටපු ප්‍රවෘත්ති අධ්‍යක්ෂ ට බැණ වැදී තර්ජනය කිරීම සම්බන්ධයෙන් චෝදනා ලැබ සිටින හිටපු ඇමති මර්වින් සිල්වා ඇප මත නිදහස් කිරීමට කොළඹ අතිරේක මහෙස්ත්‍රාත් නියෝග කෙළේය.

නිලන්ත ජයර්ධනට අපරාධ විධි විධාන යටතේ චෝදනා ගොනු කරන ලෙස ඉල්ලා ඉදිරිපත් කර ඇති රිට් පෙත්සම සම්බන්ධයෙන් වගඋත්තරකරු වෙනුවෙන් නීතිපති දෙපාර්තමේන්තුව ඉදිරිපත් නොවන බව නීතිපති අධිකරණයට දැනුම් දුන්නේය.

රැස්වීමේ නිදහස මර්දනය: ඉදිරි දින 14 තුළ යුද්ධයේ අවසාන අදියරේ දී මිය ගිය අය සිහිපත් කිරීම සඳහා මුල්ලිවයික්කාල් හි කන්ජි බෙදා දීමට සැලසුම් කරන ඕනෑම උත්සවයක් තහනම් කිරීමේ නියෝගයක් පොලිසිය මූතූර් මහෙස්ත්‍රාත් අධිකරණයෙන් ලබා ගත්තේය.  

මංත්‍රීන්ට තීරු බදු රහිත වාහන ආනයනයට බලපත්‍ර ලබා දීමට ආණ්ඩුව ගෙන ඇතැයි කියන තීරණයට විරෝධය පෑමට කොළඹ ජනාධිපති ලේකම් කාර්යාලය ඉදිරි පිට රැස් වූ ජනතාව පොලීසියෙන් වටලා ගැනීම නිසා උණුසුම් තත්වයක් ඇති විය.

මුල්ලිවයික්කාල් ජනඝාතනය අනුස්මරණය කිරීමට මඩකලපුව නැගෙනහිර විශ්වවිද්‍යාලයේ සිසුන් සංවිධානය කළ උත්සවයක් එරාවුර් පොලීසිය මැදිහත් වීමෙන් කඩා කප්පල් කරන ලදී.

යුද්ධයෙන් මිය ගිය අය අනුස්මරණය කිරීම සඳහා කොළඹ සංවිධානය කළ උත්සවයකට බාධා පැමිණෙන ආකාරයෙන් සිංහ කොඩි රැගෙන ගමන් කළ සිංහල අන්තවාදි කණ්ඩායමක් පොලීසිය මැදිහත්ව නතර කරන ලදී.

විරෝධතා දැක් වූ විශ්වවිද්‍යාල අනධ්‍යයන කාර්ය මණ්ඩල සේවක පිරිසක් විසිරුවා හැරීමට පොලිසිය ජල ප්‍රහාර එල්ල කළ බව පොලිස් මාධ්‍ය අංශය පැවසීය.  

රාජ්‍ය නිලධාරීන් මර්දනය: පුත්තලමේ පරණ මන්නාරම් පාරේ රජයේ ඉඩමක් අනවසරයෙන් අත්පත් කර ගැනිමක් පිළිබඳව විමර්ශනයක් කිරීමේ දී තමාට පාර්ලිමේන්තු මංත්‍රී අලි සබ්රි තර්ජනය කළ බව පුත්තලම ප්‍රාදේශීය ලේකම් සම්පත් වීරසේකර තම උසස් නිලධරීන්ට දැනුම් දුන්නේය.

මර්දනකාරී නිති සහ ප්‍රතිපත්ති පියවර: 2024 දෙසැම්බර් 15 තෙක් පැරේටේ නීතිය අත්හිටුවීමට නීතිමය ප්‍රතිපාදන පහසු කිරීම සඳහා සංශෝධනය කළ බැංකු ණය ආපසු අයකර ගැනීමේ (විශේෂ ප්‍රතිපාදන) (සංශෝධන) පනත පාර්ලිමේන්තුවෙන් සංශෝධන රහිතව සම්මත කෙරිණ. එම පනතේ අරමුණ වූයේ 1990 අංක 4 දරණ බැංකු ණය ආපසු අය කර ගැනීමේ (විශේෂ ප්‍රතිපාදන) පනත සංශෝධනය කිරීම ය. පැරේටේ නීතිය අත්හිටුවීමෙන් ණය ආපසු ගෙවා නැති මහා ව්‍යාපාරිකයන් කීප දෙනෙකුට වාසියක් අත්වේයැයි පැවසේ.

රටේ ආරක්ෂාව තහවුරු කිරීම සඳහා සන්නද්ධ සේවා කැඳවීමේ නියෝගයක් ජනාධිපති නිකුත් කර ඇති බව කතානායක මහින්ද යාපා අබේවර්ධන පාර්ලිමේන්තුවට දැනුම් දුන්නේය.

විදුලිය සැපයීම සහ පෙට්‍රෝලියම් නිෂ්පාදන සහ ඉන්ධන සැපයීම සහ බෙදාහැරීම සම්බන්ධ සියලු සේවා අත්‍යවශ්‍ය මහජන සේවා පනතේ 2 ඡේදය යටතේ තමාට පැවරී ඇති බලතල යටතේ අත්‍යවශ්‍ය සේවා සේ නියෝග කරන බව ජනාධිපති රනිල් වික්‍රමසිංහ ප්‍රකාශයට පත් කෙළේය.

වෙනත්: යූ ටියුබ් නාලිකාවකට හමුදාපති ලුතිනන් ජනරාල් විකුම් ලියනගේ පිළිබඳව කිසියම් අපහාසාත්මක ප්‍රකාශයක් පළ කිරීම සහ බෙදා හැරීම කොන්දේසි සහිතව තහනම් කිරීමේ නියෝගයක් කොළඹ ප්‍රධාන මහෙස්ත්‍රාත් මාර්ගගත ආරක්ෂාව පිළිබඳ පනත යටතේ නිකුත් කෙළේය.

6 වැනි දා බණ්ඩාරනායක අන්තර්ජාතික ගුවන් තොටුපොළේ දී ඉන්දියානු ග්ලෝබල් VFS සමාගම ට වීසා නිකුත් කිරීම සහ මුදල් අය කිරීම පැවරීම ගැන තම අදහස් ප්‍රකාශ කිරීම සම්බන්ධයෙන් කිතිඥ සඳරු සේමසිංහ ගුවන් තොටුපොළ පොලීසියට කැඳවූයේය.

මුදල් රාජ්‍ය අමාත්‍ය ෂෙහාන් සේමසිංහ මරා පුළුස්සන බවට ලැබී ඇති තර්ජනය පිළිබඳව විමර්ශනයක් කොටුව පොලිසියෙන් ආරම්භ කර ඇත.

ඡන්ද විමසීම් තවත් වසර දෙකකට කල් දැමීමට යෝජනාවක් පාර්ලිමේන්තුවෙන් සම්මත කර ගැනීම අත්‍යවශ්‍ය කරුණක් බවට පත්ව ඇතැයි එක්සත් ජාතික පක්ෂයේ මහ ලේකම් පාලිත රංගේ 28 වැනි දා ප්‍රකාශ කෙළේය.

හදිසි සංවර්ධන කටයුතු සඳහා නොවිධිමත් සහ දේශපාලන යාන්ත්‍රණ තුළින් රුපියල බිලියන 15කට ආසන්න මුදලක් බෙදා හැරීමට රනිල් වික්‍රමසිංහ ආණ්ඩුව ගෙන ඇති තිරණය ප්‍රශ්න කරමින් මැතිවරණ නිරීක්ෂණ ආයතනයක් වන පැප්රල් මැතිවරණ කොමිසමට ලිපියක් යවා ඇත
